JOB DESCRIPTION

Functions / Key Results Expected

Summary of Key Functions:

Organize Capacity Assessment of organizations for EHF eligibility; the assessment requires thorough desk review of organizational documents (program and administrative), coordinate with clusters to formulate analysis on active engagement of potential partners in humanitarian operations and coordination forums, visit to organizations’ office (center and field) and observation of active projects on sites.Assess targeting mechanisms across all projects and gender mainstreaming to ensure the most vulnerable beneficiaries are adequately and appropriately assisted;Take a proactive role in identifying target areas of humanitarian need in areas with few or no donors. Funds should be targeted at high impact, one-off projects;Collaborate with relevant government partners, sector groups, NGOs, OCHA/UN Agency Field and Sub-Offices to coordinate and monitor activities implemented through the EHF;Proactively engage in processes such as reviews, documentation of lessons, etc and draw TORs for action;Ensure that fund allocations are diversified in conformity to both sectoral as well as geographical priorities;Keep updated on the overall status of the EHF for informed decision and recommendation on all actions;Assess targeting mechanisms across all projects and gender mainstreaming to ensure the most vulnerable beneficiaries are adequately and appropriately assisted;Play constructive role in assigned sectoral groups, humanitarian reform processes, etc for strategic linkage of the EHF to collaborated humanitarian initiatives;Proactively identify potential national partners (in consultation with the Sector/ Cluster Coordinators) and create linkage to the EHF for joint engagement.Conduct presentations and consultations with key potential applicants and other members of the international community in order to clarify the Fund’s goal and to explain the necessary procedures on how to access grants;Liaise with relevant units both in country and HQs for speedy facilitation of EHF processes;Maintain continuous functional linkage with functional units within OCHA for structural link up and collaborated agency action;Train eligible new partners on EHF guidelines, processes, and systems.Support in the preparation, revision, and update of the EHF Operational Manual, Accountability and Risk Management Frameworks and other tools, ensuring compliance with global policies/ guidelines.Ensure that the feasibility and relevance of project applications (within the context of the relevant sector concerns) are assessed, ensure completed proposals meet the necessary standards for EHF Review Board perusal and provide recommendations on approval or disapproval;Assist in track project spending and ensure that future payments are approved based on satisfactory financial reporting and justification of previous advances; and update risk level of implementing partners;Oversee project progress, reporting, monitoring, evaluation and financial information especially vis-a-vis cross-cutting issues;Maintain consistent contact with the NGO community and conduct monitoring and evaluation visits to project sites as required;Maintain team synergy for complementary and collaborated engagement towards the aim of the EHFPerform other duties as required by the Head of Humanitarian Financing Unit (HFU) on EHF or other OCHA priorities and special projects.

Impact of Results:

The Office has determined that the function is essential to contribute towards proposal review and project selection process, oversee project progress, reporting, monitoring, evaluation and financial information, and provide support to the Head of HFU..

JOB REQUIREMENT:

Required Education: Advanced university degree in political and economic sciences, sociology, law, international relations or related field

Work Experience: Zero(0) years of work experience

Additional requirements:

Excellent inter-personal and communication skills;Proven experience on report writing;Excellent computer literacy and skills (word, excel, lotus notes, data bases and internet);Availability for travel in-country;Ability to work with moderate supervision, with efficiency, competence and integrity with people of different national backgrounds.
